Rural Development - Planning & Values

We have designed a wholistic rural development programme. There are four major phases.

 
The Phases of Rural Development

 

Phase 1-Basic Course:

Basic course is the first year of Oasis L3 course, where the sequential process of self-development- Success with self, Success in relationships and Success in Continuous Health is being taught. The salient features of this part of course are- participants getting the thrill of systematic knowledge and understanding of their growth and facilitator’s bonding- creating deep level of trust with the participants.

 

Phase 2-Course in Rural Mapping:

While their self-development process is on, they are taught Participatory Rural Appraisal (PRA) methods. Using these methods, they collect important primary data about their village like area, population, resources, life style, state of education, health, roads, employment as also seasonal cropping pattern, decadal changes in village and so on. Through these processes, participants get to know about their village by trying to put various parameters and indices on paper. Most of them, for the first time in their lives, look at the village to understand. This process results in their involvement and understanding about the village, which helps them later on to create vision of their village along with development’s priorities.

 

Phase 3-Course in Integrity & Training for Gramsabha:

In this phase, participants are taught the importance of giving and fulfilling commitments and learning in the process to strengthen this character trait. They are encouraged to take commitments pertaining to health, relationships, parenting, village’s development or anything else that helps improve their self-control. Essentially, this is the process of building individuals for providing leadership to the village. 

 

Simultaneously, Oasis starts training in the area of holding and using Gramsabha for the development of village by involving more and more people for decision making and contributing in the same. People’s ownership is strengthened in the process and a team is built from a group of people, who now feel committed for development of their village and community. A unique trekking program is also organized in this phase for team and leadership building.

 

Phase 4-Development as a Continuous Process:

This is the last phase. The participants, who have completed some major challenge of fulfilling a commitment, both as an individual and as a team, feel high in confidence. They no more can stagnate in life. They have started relishing “problems”, which they look upon now only as opportunities.  Now with their enthusiasm to develop their village as a model village, they are encouraged to be a learning community. They learn to use internet, visit other villages and communities, organize meetings and seminars to learn and share, and the process keeps on going on a continuous basis.

 

Salient Features of Oasis Course

 

Some of the salient features of Oasis Course in Rural development are.

  • The course is organized out of village, mostly in nearby cities or at Oasis. This is an educational process, so facilitators usually do not visit village for guiding villagers.

  • The course encourages equal participation of women and all castes/creeds, but doesn’t evaluate success on such basis.

  • The participants are chosen through a unique process of election by villagers. These participants get screened and evolved during the course and really committed people are automatically crystallized at the end of third phase.

  • The committed participants provide leadership to the rest of village through their initiatives and programs in the village, including regularly organizing Gramsabha.

  • Oasis does not believe in pumping resources and “showing” progress anyhow without the involvement and commitment of local people.

  • Oasis works as a facilitator for acquiring and using information about various government schemes etc, but does not get involved anywhere directly.

  • Oasis has created an educational module for the long term development based on the right principles and involving right concepts like organic farming.

  • Emphasis on capacity building of Local People.

  • Emphasis on Awareness Education rather than just relief/charitable activities.

  • Emphasis on Sustainability and not on short term target/goal achieving.

 

Anticipated Results At the End of Course:
  • Elected leaders will be aware of their rights and responsibilities. They will also know the characteristics of a good public leader.

  • They will have the picture (vision) of an ideal (model) village.

  • They will be aware and will have a record about the present situation of the village (for e.g. village history, pattern of change, business of people, per capita income and expense, available natural resources, basic facilities etc.) and will also have the tentative idea about how to go towards building a Model Village.

  • Village people will be aware about the concept of Panchayati Raj, know the importance of Gram-Sabha and duties of Talati and Gram-Sevak.

  • Elected Sarpanchs will be well informed about government schemes for rural development.

  • Elected representatives will be aware about their role in next election campaign also.

  • Village people will be enthusiastic to participate/ volunteer in different village development activities.

  • Elected representatives will be aware about the role media can play and the importance of building rapport with them.

  • Self Help Groups will be started in each village.
